A Canada-wide arrest warrant has been issued for Wentao Yang, a Vancouver man accused of owing money to the Canada Revenue Agency. Yang was charged on Nov. 12, 2025 with offences including tax evasion and fraud, as an individual and as director of resource company Kailas Energy Corporation. He has not appeared in court, so the arrest warrant has been issued.
According to the CRA, an investigation into Yang began after the 2016 Panama Papers leak, in which millions of documents were released that showed a sophisticated global network existed in which money was hidden through various shell companies and other methods. “The CRA alleges that Yang facilitated the acquisition of multiple Canadian oil and gas assets by investor groups in China,” said the CRA. “During the 2015 and 2016 taxation years, Yang failed to report consulting fees, and Kailas failed to report consulting fees for the 2015 taxation year.
