Annis says no NDA on Lipinski firing, severance Published 9:45 am Wednesday, July 15, 2026 Surrey First councillor and mayoral candidate Linda Annis says there should be no non-disclosure agreement signed concerning the firing and severance of former Surrey Police Service chief Norm Lipinski. Annis says she’s written to Mayor Brenda Locke and the Surrey Police Board expressing her concern, calling his termination “pure politics.” “We need as much transparency as possible,” she said.

“The mayor and the police board owe Surrey residents answers and details, something they have not done so far. Any sort of NDA would shield them from questions and public scrutiny.” Annis expects Lipinski’s severance is at least $500,000.

“Any NDA will hide the truth from public view and taxpayers deserve better,” Annis said. Meantime, Annis is promising no residential or property tax increase if elected on October 17.
