Calgary 911 dispatcher charged with breach of trust in relation to alleged sharing of confidential information

A City of Calgary 911 dispatcher is facing a criminal charge after police allege she shared confidential emergency communications with an unauthorized person. Jessica Lynn Nelson, 43, was charged with one count of breach of trust by a public officer Wednesday. The Calgary Police Service (CPS) said its sensitive investigation unit launched an investigation in January 2026 after receiving allegations that confidential information was being shared outside of the proper channels.

Police believe the alleged crimes occurred between July 2023 and June 2024, with CPS alleging that Nelson used her position to get the information and share it. A search warrant was executed on March 31, where police seized electronic devices. According to CPS, investigators found alleged screenshots of Computer Aided Dispatch (CAD) events, dispatcher communications and sensitive personal information relating to members of the public involved in emergency incidents.

Multiple screenshots included personal phone numbers, names, addresses and details of police and emergency service calls and were authenticated by City of Calgary 911 and CPS records. CPS said in a press release that it believes no other Calgary 911 employees knew about the breach or were involved in any way. “ Members of the public trust that the personal information they provide during emergencies will be protected and used only for legitimate operational purposes.

Alleged actions that compromise that trust are taken seriously and investigated thoroughly,” said Staff Sgt. Damien Pearson of the CPS Sensitive Investigations Unit in the press release. This is the second Calgary 911 employee to be charged with breach of trust in the last two years.

Marion Buonincontri was charged with several criminal counts in January 2024 after police alleged she shared protected information for organized crime purposes. The three criminal charges were dismissed in June 2025 when Buonincontri pled guilty to charges under the Freedom of Information and Protection of Privacy Act, relating to her unauthorized access of provincial databases. Nelson will appear in court on Aug. 28, 2026.
