The decision was delivered Friday and marked the end of McArthur’s 10-year battle to keep his job. In 2016, he was caught on camera hitting a 17-year-old boy that was handcuffed to a hospital bed.
The teen was left with a 3.5-centimetre laceration under his right eye, bruising and swelling on his face, as well as marks on his eyes and neck. The Guelph Police Service has spent the last decade trying to fire McArthur. At his first penalty hearing, the force was told he should be dismissed.
That decision was later overturned on appeal. This is breaking news. More to come.
