Council was advised of the situation in a closed session on Jan. 13, 2026, and Branco’s restriction was fully implemented on Jan. 19 with the full awareness and support of council. “These measures are administrative in nature and are intended to ensure a safe and respectful workplace,” the release said. “Notwithstanding these measures, there are no material impacts on the Mayor’s ability to carry out his duties.”

The release notes that as of May 21, Branco’s restrictions were eased and he was allowed to return to city hall, with some conditions in place. “To date, the mayor has not taken steps to return,” said the release. Due to recent questions surrounding the issue, the city decided to clarify the situation.

However, it noted that no further comment or details will be forthcoming due to legal obligations under the provincial Protection of Privacy Act and the Municipal Government Act.
