Apple and Google are facing intense legal pressure to immediately clean up their respective mobile marketplaces. San Francisco City Attorney David Chiu sent formal cease-and-desist letters to both tech giants, demanding the removal of 13 popular AI “nudify” apps capable of generating non-consensual explicit images from the Apple App Store and Google Play Store. As first reported by Wired, the legal notices target eight applications on Apple’s App Store and five on the Google Play Store.

These platforms often market themselves under the guise of innocent “face-swapping” or editing tools. However, users frequently deploy them to digitally alter photos of real people, including minors, without their knowledge or consent. It challenges the very distribution model of modern app stores. Chiu’s office argues that because Apple and Google host these applications and process their transactions, they are essentially facilitating the proliferation of harmful deepfakes. Plus, the city attorney points out that both corporations have likely collected millions of dollars in transaction fees and subscriptions tied directly to these platforms.

California law prohibits supporting services that generate non-consensual deepfakes. Chiu argued that the creation of these images is completely unacceptable. He emphasized that there’s a clear responsibility on the tech gatekeeper’s part to protect their systems.

Corporate policies and responses Both tech companies already maintain strict guidelines banning pornography and deepfake tools. However, enforcement remains a recurring issue. Google responded swiftly to the report, confirming that it investigated the matter and has already removed the five specific apps flagged in the legal notice.

A spokesperson noted that the company regularly deletes hundreds of apps that violate its explicit content policies. Apple has not issued an official comment on the latest cease-and-desist letter. The company previously stated that “nudification” apps have absolutely no place on its storefront, though.

In the past, Apple has blocked specific search terms related to these services and updated its developer guidelines to place stricter responsibility on creators regarding adult content. However, the current screening process often gives developers the benefit of the doubt, issuing warnings before full removal occurs—a loophole critics argue is too lenient.
